The Story Behind Downtown Delray's Success The Delray Beach Downtown Development Authority (DDA) was established in 1971 by downtown business owners seeking a stronger voice at City Hall. Created under Florida State Statute (House Bill 1250, later codified as HB 2003-314) , the DDA is funded by a special tax levied on properties within the downtown district. Governed by a 7-member board of property owners, business owners, and residents, the DDA is guided by strategic policy direction and implemented by a team led by the executive director, working to ensure Downtown Delray remains vibrant, thriving, and economically strong.
