WHEREAS , the City Council did on the 17th day of March, 2020 adopted Resolution No. 2020-01 and on the 3rd day of April, 2020 adopted Resolution No. 2020-02 to control the spread of COVID-19 virus pandemic. WHEREAS , on the 24th day of April, 2020 Oklahoma Governor Kevin Stitt enacted the Open Up and Recover Safely (OURS) Plan. “From the beginning it has been my intent to protect the health and lives of Oklahomans, especially our vulnerable populations, and mitigate the impact to Oklahoma’s economy,” said Gov.
